The app is already on the Windows App store but it needs Microsoft SIM card in order to function. Another missing piece is the regions in which Microsoft will be releasing the new services in. That being said the service will be knotted with your Microsoft account. By now it’s pretty clear that Microsoft wants to create a MVNO of its own to facilitate Windows 10 users to connect to partner carriers and in all likelihood Microsoft will be entering into deals with the individual operators to make their SIM card work in tandem. The services look similar to the Apple’s SIM card and also the Xiaomi MVNO SIM card which was launched last year. It is still difficult for us to connect the dots when it comes to this new app and it is a matter of time before Microsoft details out the plans for the same. The MVNO will enable a good chunk of PC manufacturers to include SIM slots on their laptops so that a user may have uncrippled connectivity even at places where Wi-Fi connection is not available. Further we also hope that Microsoft will keep the roaming charges at minimum and rope in a good number of telecos. Mobile Virtual Network Operator is a wireless communications service provider who doesn’t essentially own the wireless network infrastructure and instead the company buys the usage at bulk from the telecos, the business model for MVNO is somewhat analogous with the one for food retail chains.
